A domestic traveler is defined as anyone arriving to the USVI from the US Mainland or another US territory.

International travelers must show proof of vaccination and negative COVID test result to travel to the US. If you have a layover or plane change on the US Mainland before your arrival, you have already provided your COVID documents to enter the country and that is why you do not need to provide this information twice.
